Web design is a visual medium.  Graphics are an important part of creating the visual look and feel that you desire.  You can buy disks that have web graphics and there are lots of places to find free web graphics.  Here are a few web sites that seem to have lots of free graphics.  Do keep in mind that these things are free because of advertisers - so expect a lot of pop up ads.  It's the price you pay for free.
